R1-Recast1 Detailed Description

Recast1 is algorithm based, applying incentives hourly to consolidate transfers and users. Recast1 is a token that only users can increase its inflation by transferring, and the increase in the created supply is generated by transferring users. All transferring users will receive R1 for each transfer, with some exceptions.
